Can build and expand a network more organically, build BBH as needed, upgrade sidelines into mainlines, or just build chaos-mode. Now for all these answers there's no reason it has to be this way. Sometimes a hub gets rebuilt if it becomes to mess/hard to expand.

In the multiplay coop games normally all the hubs are built from the start and expanded as the number of trains increases. for a "oil goods drop" all the trains will be going to and from the oil refinery so we know which way they want to go.
