The NOOSE Headquarters is a government facility in the Palomino Highlands within the eastern coast of San Andreas. If you really want to get to the roof, first make your way to the courtyard at the back of the building, and find a stairway on the right hand side to start getting up to the roof. The Vespucci Police Station is a three-story building in Vespucci, Los Santos, near the Vespucci Canals. A good location to do this is at somewhere west of the dock, for the west side of the dock has a ladder, through which the player can climb onto the dock. To snipe the Merryweather guards, you will need a boat, because the guards will not spawn if you try to snipe them from a great distance. One of the methods to solve this problem is first take out the guards using a sniper before the player is too close to the dock, then you will have enough time to get on the chopper before LCPD comes.
When the player is very close to the dock, a four-star wanted level will be triggered, and Merryweather guards will start to attack the player, making it hard to get on the chopper. However, the Los Santos Naval Port is a military facility, operated by Merryweather, so it can be a little difficult to obtain the chopper. If you still don’t see a helicopter after several visits, consider to go to other locations mentioned below. If you don’t see a helicopter there when you get there, try to leave the area and return after a while, then helicopters will likely spawn there, but this method does not always work. Sometimes both helipads have a helicopter, sometimes only one, other times no helicopters at all, the chance to see a helicopter spawned there is higher than many other helicopter locations listed on this page.
